The central bank announced that it was keeping the federal funds rate _ the interest rate that banks charge each other - at 2 percent, marking the first time in 10 months it has failed to reduce interest rates at one of its regular meetings.When it last met in April, the Fed lowered rates a quarter point, leaving the key federal funds rate at 2 percent. In September, the funds rate - which banks charge each other for overnight loans - stood at 5.25 percent.
